Marcy is correct. In addition, it would be  OF Delegation bill and the public usually gets a chance to weigh in if the bill is ready on time during the delegation hearings usually in November.

If a  bill is being drafted in Annapolis now, it would come up when the session starts in Jan. 2018.  If passed, normally new laws take effect in July, but if the bill says October for a start date, that would be Oct. 2018 - 16 months from now, not 4 months, so I doubt it would effect anyone as far as the investigation being discussed is concerned.
